I where can I find a sheer panel 66"W x 150"L and not pay more than $30.00 WHITE.

The only way you can get what you want is to buy the fabric and have them made.

As you have probably discovered sheer panels only go up to around 100 inches long.

If you don't sew you could hem the fabric with fusilble hemming tape. Then use curtain header clips to hang the sheer curtain from the rings on a decorative rods.
