How do I hang valance on double window?

I have two double windows in my living room. I bought discontinued curtains so there is a limited supply of pieces available.
I have two panels for each window (8 in total) with sheers underneath. I'd like to hang the matching valances over the tops but can only find them long enough to fit the windows as if they were separate.
Is there a way to hang two single window valances over a continuous double window? Could I hang them straight across a rod as single entity or put up separate rods for each valance?
Also, if it isn't a bother..are the top curtains supposed to be hooked around the side of a double transverse rod or are those holes for something else?
*Note When we bought the house there was a double transverse rod on one window and a plain double rod on the other. With the sheers and the curtains over top both rods are used on each window (Unless I did that wrong too;)

It's no bother at all to ask me your questions.
As to the valances once you have gathered the header tape you can hang them side by side. All you need to do is tuck in the edges that meet. Then they will look like one continuous valance. I have done this many tines on very wine windows.
You can use one continuous valance rod to hang all the valances assuming you can find one long enough. If not just butt 2 together.
You are right about the holes in the side brackets on the traverse rod. They are there to hook the ends of the curtains into this returns the curtains back to the wall making them look neat.
To your last question about the curtain rods you have fitted. I am not completely sure what you have there. So I will just tell you what you need.
For your sheers you will need a sheer rod fitted close to the window. This is assuming you will not need to open and close them.
Then your inner curtain rod is to hang your working curtains. This will allow you to open and close them.
Then finally the outer rod is to hang you valance from.
