Window treatment for church office

Hi: I am trying to find a window treatment pattern for a window in our church office.
The walls are concrete and I would like to soften that with a treatment that extends at least halfway down the length of window and I want to mount this on a board, so doesn't that limit the use of gathers and fullness?
I don't want a tailored look. I need some expert advice.

Sorry for the delay in getting back to you.
The answer to your question Velcro friendly curtain pleating tape. Your probably thinking what the hecks that.
Well it works like ordinary curtain header tape and look almost identical. So you can create a pleated valance with shaped sides that can go as deep as you think would look right.
The only difference is you don't use curtain hooks to hang your valance. You take some ordinary Velcro the hard side and staple it around the leading edge of your top board.
then once you have sewn on the header tape and gathered your valance to fit around your top board. The tape has soft cotton pads on the back. You simply push this onto the hard Velcro strip you earlier stapled around the edge of your top board.
That's it a very good way to hang any valance I fit all mine on to top boards. I detest valance rails. So the only thing you need to do now is decide on the shape you would like for your valance.

P.S. Not sure if Velcro tape is called this in the US. It may be called hook and loop tape but it's the same stuff.
